Handle type and paper weight carry most of the cost and all of the feel. Everything here takes print on both faces and the gusset.
Paper weight, handles, and what breaks
Almost every paper bag failure happens in one of two places: the base seam under weight, or the handle attachment under a sudden pull. Both are solved by specification rather than by paper weight — a reinforced base card and a properly glued turnover matter more than jumping from 150 to 190 gsm.

Paper weight
120 gsm suits light retail. 170 gsm is the general standard. 210 gsm for heavy goods or where the bag is meant to be reused.
Handles and hand feel
Twisted handles are stronger and cost more than flat. Ribbon is hand-threaded, which adds labour but transforms the perceived value.
Print coverage
Heavy solid coverage on uncoated kraft goes flat and blotchy. One or two colours with white space reads more expensive than full bleed.

Yes, and it is worth doing. We print both from the same colour target so the kraft of the bag matches the kraft of the carton, which is where mismatched suppliers usually give the game away.
Plain and printed paper bags are curbside recyclable. Laminated ones usually are not. If sustainability claims matter, spec a matte varnish instead of film.
One thousand is the practical minimum on printed bags. Below that, plain stock bags with a printed sticker or a stamped mark are the honest answer.
